The Mayor called the meeting to order at 7:00 p.m.

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on May 13, 2013.

NOW THEREFORE BE IT RESOLVED that the Minutes of the Committee of the Whole held on May 13, 2013, be approved.
Carried.
One major concern raised caused by the congestion is the potential delay that it will cause to response times of emergency services personnel such as fire department or ambulance vehicles to 9-1-1 calls. Any delay by the kayak users at the site is unacceptable and needs to be resolved. A suggestion was to put time limits and designated areas at the sites and backed-up by stringent enforcement.

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer, as distributed.

Councillor Konoval indicated he had no reports.
Councillor Murphy reported that the Library is in the process of advertising for a new CEO. The Board also received the report on the exam of the roof and the consultant has determined that the roof needs replacement followed by the flooring.
Councillor Larson reported on the Seniors Dinner and the speech made by Mayor Harrison.
Councillor Larson commented on the recent meeting between the Parry Sound Area Planning Board and the Ministry of Natural Resources and the extent of vital land around the Town of Parry Sound being designated as provincially significant wetland and thus restricting future development.
Councillor Gordon also commented on the meeting between the Planning Board and the MNR and felt that the Ministry was open to looking at the boundaries of the designated PSW’s.
Mayor Harrison reported on the final ARC meeting and its recommendation goes to the School Board for approval and endorsement and it is hopeful that the Ministry will endorse and fund the proposed changes.
Mayor Harrison informed Council that the Low Water Steering Committee has met for the last time and the group is now waiting to see if the Federal and Provincial Governments will help financially as requested.
Mayor Harrison reported on the future of REDAC and in particular the Smart Community Initiative. The next step is to wait for the response to the RFP and the future financial funding approval of Federal, Provincial, Municipal and private sector support.

NOW THEREFORE BE IT RESOLVED that Council approve the following fines for consideration by the Ontario Court of Justice:
2- Regulate Public Parks and Public Water Access Facilities 2013-21
$350.00 per offense for tie-up of float planes

NOW THEREFORE BE IT RESOLVED that Carling Council supports the efforts of the Manitoulin Island Cycling Advocates and their Terms of Reference for a Feasibility Study for a Georgian Bay Cycle Route dated November 2013; and
AND FURTHER THAT this resolution of support does not commit the Township of Carling to providing financial support.

THAT By-law Number 2013-22, being a By-law to Authorize the Signing of a Site Plan Agreement with Fritz and Christa Glaenzel of Part of Lot 54, Concession 12, Parts 3 and 4 of Reference Plan 42R-18612, be read and finally passed in Open Council this 10th day of June, 2013.

Councillor Konoval and Mayor Harrison commented on the recent passing of former Councillor Helen Crawford who contributed to Carling as a Councillor for over thirty years. Councillor Konoval was honoured to lead the service and hoped that he met the wishes of the family.
