1. CALL TO ORDER
Mayor Konoval called the meeting to order at 7:00pm.
2. PUBLIC MEETING
ZONING BY-LAW AMENDMENT C512-2015
Applicants: Elvin & Patricia Austin

Property Location: 13 Mill Rd.
Mayor Konoval called the public meeting to order and read out the purpose and the effect of the by-law as set out below.
THE PURPOSE of the proposed zoning by-law is to rezone Lot 37, Plan 42M-556 at the terminus of Mill Road from the Rural (RU) Zone to Special Provision Zonings.
THE EFFECT of the proposed special provision zonings is to recognize a parcel of land that gives the owners legal access through the subject land to the Township Road. There will be no new development resulting from the lot creation or the rezoning.
The rezoning is necessary to recognize the reduced standards for both the severed and retained lands. The lands that are the subject of this rezoning are subject to a consent before the Parry Sound Area Planning Board File No. B6/2015(C).
The Deputy Clerk advised Council that the notice requirements of the Planning Act had been met and that no correspondence was received in the Municipal office with respect to the proposed rezoning.
The Mayor asked if there was anyone present who wished to address council with respect to the proposed by-law.
Greg Corbett, Planner for the applicants was in attendance and advised Council that he was available for any questions, as was the applicants Solicitor, Paul Peterson.
Mayor Konoval declared this portion of the public meeting closed.

4. PARRY SOUND AREA PLANNING BOARD CONSENT APPLICATIONS

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling advise the Parry Sound Area Planning Board that it has no objection to Consent B6/2015(C), application to create a non-development lot for use as access to 5 cottage properties located along the Georgian Bay (shoreline further to the west), Owners: Elvin & Patricia Austin, subject to the following conditions:
1. That the subject lands be rezoned.
2. That a restriction or easement be placed on title of the severed lot which requires any transfer of interest in these lands to be appurtenant to benefitting lands on Maury’s Run.

6. DEPUTATIONS
JOHN MASON. PARRY SOUND POWER AND SAIL SQUADRON.
SAFE BOATING AWARENESS WEEK, MAY 16 TO 22, 2015
Mr. Mason spoke to Council about some of the courses that the Parry Sound Power and Sail Squadron run, but specifically addressed that Safe Boating Awareness Week is scheduled for May 16 to 22, 2015. Mr. Mason requested that Council proclaim May 16 to 22, 2015 as Safe Boating Awareness Week in Carling Township and asked that his flyer be posted on the Township Website.
KEITH SAULNIER AND VANESSA BACKMAN. PARRY SOUND TOURISM
Mr. Saulnier and Vanessa Backman spoke to Council about Parry Sound Tourism, including how it works, what they do, and how they do it. Mr. Saulnier introduced Council to the Parry Sound Tourism website and asked that their link we posted on the Township website. Council approved this request.
7. OTHER BUSINESS
RESULTS OF TENDER OPENING FOR CALCIUM CHLORIDE

NOW THEREFORE BE IT RESOLVED that upon the recommendation of the Public Works Superintendent, Council for the Township of Carling accepts the tender received from Da-Lee for the supply, delivery and application of 50,000 liters of Calcium Chloride in the amount of $12,000 with HST being $1,560 for a total of $13,560.00. This being the lowest of 4 tenders received with one tender being disqualified for not attaching a 10% deposit cheque.

8. REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

9. REPORT OF THE COMMITTEES
Councillor Crookshank provided Council with a progress report on his investigations as part of the Policing Committee, which included meetings with the Chief of Police in Wingham and Midland, Mayor Robinson and retired OPP officer Al Doubrough.
Councillor Harrison reported that he attended an Industrial Park Board meeting and relayed that there will be a Zoning By-law Amendment coming forward in the next month or so, that the Board is currently working on a few offers to purchase and that the Board has finalized their budget.
Councillor Harrison reported that he attended a District Social Services Administration Board meeting and conveyed that the Board have some tenders coming in for on-going projects.
Councillor Murphy – no report.
Mayor Konoval - no report.

PARRY SOUND POWER AND SAIL SQUADRON. SAFE BOATING AWARENESS
WEEK, MAY 16 TO 22, 2015.

WHEREAS Safe Boating Awareness Week in Canada will be May 16 to May 22 this year;
AND WHEREAS the Township of Carling enjoys miles of shoreline on Georgian Bay as well as on lakes and rivers;
AND WHEREAS each year hundreds of cottagers use boats to get to their cottages or to travel along that shore;
AND WHEREAS we recognize the importance of boating safety;
AND WHEREAS along with Parry Sound Power and Sail Squadron, we support North American Safe Boating Awareness Week;
NOW THEREFORE BE IT RESOLVED that Council of the Corporation of the Township of Carling hereby proclaim May 16 to 22, 2015 as Safe Boating Awareness week in the Township of Carling.

TOWNSHIP OF MADAWASKA VALLEY. ONTARIO HYDRO RATES

NOW THEREFORE BE IT RESOLVED that Council of the Township of Carling support the resolution enacted by The Corporation of the Township of Madawaska Valley which calls on Premier Wynne and the Province of Ontario to take immediate action to prevent these hydro rate increases from being implemented;
AND FURTHER BE IT RESOLVED that Premier Wynne and the Province of Ontario be encouraged to do something to bring these rates down to a reasonable level and to do so as quickly as possible;
AND FURTHER BE IT RESOLVED that this motion be circulated to all Ontario Municipalities for support.
